As of 21st May 2010 HIPs are DEAD ! You will however still need an Energy Performance Certificate (EPC) - these certificates (imposed by EU legislation) are readily available for less than £60.00. Inspectors capable of providing these certificates can easily be found by contacting us or via the internet - you do not need an estate agent to do this for you.
